Cellular consumers continue to face hefty charges for mobile data and hybrid services, with monthly packages costing as much as Rs2,800 and some high-volume bundles requiring users to spend over Rs1,000 even for 15 days, according to the latest Pakistan Telecommunication Authority (PTA) tariff data.

The PTA’s cellular hybrid bundles tariff, updated as of September 30, 2026, shows that despite operators offering large headline data volumes, consumers seeking substantial data, voice minutes, and SMS services have to pay hundreds or even thousands of rupees for relatively short validity periods.

The tariff data reveals a sharp increase in prices as consumers move from basic to high-volume packages, putting comprehensive mobile connectivity beyond the reach of many low-income and price-sensitive users.

In the 15 Day category, Telenor’s 15 Day Extreme package carries 130 GB of data but costs Rs1,043, while Jazz’s 15 Day AIO package provides 10 GB for Rs869. Telenor’s 15 Day Max offers 30 GB for Rs869, whereas its 15 Day Plus package provides only 2 GB for Rs391.

The weekly packages also reflect a wide variation in price and data allocation. Jazz’s Super Woman Bundle costs Rs234 for 12 GB for seven days, while its Weekly Super Plus and New Weekly Super packages cost Rs521 for 10 GB and 15 GB, respectively.

Jazz’s Weekly Super Max package costs Rs608 for 30 GB, indicating that consumers requiring larger data allowances have to pay substantially more even for a single week of connectivity.

The monthly segment is even more expensive for users requiring sizeable data volumes. Jazz’s Monthly Bachat Offer costs Rs478 for 6 GB of selected social and messaging data, while its 10 GB YouTube and social package costs Rs608.

Its 20 GB YouTube and Social Plus package costs Rs1,043, while the Monthly Video and Social Max package costs Rs1,304 for 30 GB.

The tariff structure means that consumers requiring uninterrupted access to mobile internet, voice calls and SMS can face a monthly bill running into thousands of rupees, particularly when smaller bundles expire and have to be renewed.

The PTA data also shows that the apparent affordability of some packages is linked to restrictions on the type of data offered. Several cheaper bundles provide data only for specific applications such as WhatsApp, Facebook, YouTube, TikTok or other social platforms rather than unrestricted internet access.

This limits the practical value of low-priced packages for consumers who need mobile connectivity for broader activities, including education, work, online services and business.

Although operators have introduced increasingly large data allowances, the tariff structure suggests that higher-volume packages remain relatively expensive, while cheaper options often come with limited data, shorter validity or application-specific restrictions.

The situation is particularly significant as Pakistan continues to push digitalisation and greater reliance on mobile internet for economic and public services.

The PTA has advised consumers to check operators’ websites, mobile applications and call centres for updated package details, particularly in the case of regional and location-based offers.

The regulator has also clarified that applicable taxes are included in the listed tariffs, while withholding tax and sales tax are imposed on mobile recharges and usage.

The latest tariff data therefore presents a mixed picture of Pakistan’s cellular market. While operators are advertising increasingly large data bundles, affordable, unrestricted, and longer-validity connectivity remains costly for ordinary consumers.
