You'll also need to reach the Cielo Sereno Observatory, located in the northeastern section of Pendola Pass.
Unlike some other Pendola Pass objectives, the quest doesn't require special climbing equipment. The observatory has a fixed ladder that can be used to reach its roof.

Step 1: Reach Cielo Sereno Observatory
Load into Pendola Pass and make your way toward the Cielo Sereno Observatory.
Be careful when approaching the area. The location can have a higher threat level, and ARC enemies may be present around the observatory.
Once you reach the building, look for the fixed ladder on the eastern side. Climb it to reach the roof.
Step 2: Connect the Spotter Relay
After reaching the roof, move toward the western side of the observatory.
You'll find an antenna there. Interact with it and install the Spotter Relay you brought with you.
This completes the first objective, but the relay won't work yet because power needs to be restored.

Step 3: Find the Crawlspace
Return to the interior of the observatory.
Go toward the control room and look for an opening in the floor. Drop through the hole to enter the crawlspace underneath the control room.
Once inside, move through the narrow passage until you find the wiring panel.
This part can be easy to miss, so make sure you thoroughly check the area underneath the control room.
Step 4: Repair the Wires
Interact with the wiring panel inside the crawlspace.
Your objective is to weld the wires and redirect power to the Spotter Relay.
After completing the repair, the electrical system will be restored.
Step 5: Activate the Spotter Relay
Once you've repaired the wiring, return to the observatory roof.
Go back to the same antenna where you installed the Spotter Relay.
Interact with it again to activate the relay.
After the activation is complete, the Ruins and Reverberations quest will be finished.
